JayDee, BushogPapa has given you the nitty gritty - I would add that the fuel level in the bowl should be about even with the bowl gasket (duplex carbs only!), and the initial idle needle settings should be 1 1/2 turns out. These settings (of the three adjustments) should be close enough for your tractor to run properly. There is a process for fine-tuning the idle needles - post back if you need that. If you have to run with the choke partially on with the above settings, I suspect the idle circuits have not been properly cleaned.
