I got more information, hope this makes sense to you. I decided to try a little mowing with the fuel level tube installed (with the tube open to atmosphere). At wide open throttle all the fuel was sucked out of the tube and the engine was missing and making black smoke like it was flooding. I slowed the engnine down to about 1750 and the fuel level came back up just a little - maybe 1/4 inch in the bottom of the bowl and the flooding stopped. Then at low idle the bowl filled up to within 1/2 inch of the top of the bowl and was running smoothly. --- Why would the engine seem to be rich and flooding when the there is no fuel in the carb bowl? With the throttle wide open it did seem to help a little with the needle valve closed but it was still smoking and missing. It does not do this all the time it just has an occasoinal fit. ---
