Looking at CIH parts online, that type of pitman bearing was used from 1972 and up, so it looks like you have a fairly "new" mower!
The part # of the flange is 481169R1, and is still available for about $100.00 If you GOOGLE "IH 481169R1", you will find new and good used sources for less.
I brought up a new one because, even though it likely CAN be easily welded, it takes a heck of a beating in use and may have other cracks forming, and not last long if repaired.
Another issue is that the bearing likely pounded the opening that holds it out-of-round, and if the flange is not repaired in a way that it the fits the bearing snugly all the way around, it will hammer in the bore until it breaks.
