What twine do you use? Have you tried a heavy poly like 9000 or 7200? I find that poly cures a lot of problems... I wonder if your problem isn't related to twine tension? You could have it set fine for static tension but when you push hard on the baler it's drawing it faster... and if it snags... these things happen. Other things I'd wonder about are needle placement and disc timing? How do they compare to the left side that works OK?
I don't think the plunger height is of any issue to this problem.
