Here in mid-Michigan, they were also called "quack lifters." The design, pointy shoes, angle of shanks, very springy shanks, and high clearance, was to dig up the quack grass roots and leave them on the surface for the sun to dry out. We often had to go over a field several times over a period of a couple weeks to get the quack knocked down. We also had a very heay disk, (almost a disk plow) that we used to break up the sod before going on with the digger. The second time over - crossways, with that disk was always a rough ride! Yes, you could use the quack digger for other purposes, dragging, etc.
