It could have had 2 hand lifting levers. One hydraulic cylinder that mounts to brackets in center or power lift. If you see two round chain drive looking devices with round hand lever on each side of drill that is ground drive power lift. Each unit should also have a hand trip lever a rope fastens to activate power lift. You move a pin in 3 different positions also to control depth penetration. There are dogs and springs inside that can hang up or break and sometimes they just need to soaked and lubed to loosen up some. Your JD dealer should be able to provide a parts break down on whatever lift you have so you can see what it missing. JD publications should still have OMN159291 operators manual and PC246 parts catalog that covers B drills. JD publications 800-522-7448 or http://techpubs.deere.com . For an original manual watch ads or ebay for OM-M18670 operators manual that covers JD drills B,B-A,FB-B,DF-B, & DR-A but parts are covered in PC246 for B drills.

On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
