What tool to sharpen plunger knife in baler

What would be a good tool to sharpen the knives on my hay baler without removing them? They have shims under them and they are hard to get back in the right place and I wanted to sharpen them a little just about every time we run it sense some of our hay is course. Would a die grinder work for this needs to be some kind of a small air tool. I think that it was NHbalerman told me one time to raise up the tongueand let the pickup drop down and it would give you more room to get inside. Any help would be appreciated. Thanks
