Wheel Horse C-141 steering question

I am working on a Wheel Horse C-141 lawn tractor and the steering does not seem right. It will steer very sharp in one direction and barely turn in the other. Looking underneath, the sector gear under the dash is centered when the (pitman?) arm up front that the tie rods connect to is centered, so that seems ok. With these centered, the wheels are not pointing straight ahead. Its like the tie rods themselves aren’t the correct length, or something is bent… I have attached a picture where the tie rod end connects to the spindle. Can anyone tell me if this needs to be bent into a different position? Both spindles look roughly the same, but they look a bit beat up and I suspect they may be out of position which may be causing my problem. Looking at where the tie rod connects, I am wondering if the whole spindle arm needs bent UP so the rod is closer to level. I just got this mower and don’t know what it ‘should’ look like as I have nothing to compare it to. Thanks for any help. Dan
