Here are some things to look for. #1 Steering should be easy with no play. Some adjustment can be made but not enough to take half a turn out of steering wheel. #2 Hydraulics should be responsive imediatly upon starting. Some older units with worn pump may be slugish till oil is warm. #3 Charging system. Tractor should have an amp meter. There should be some positive charge at startup. It wont last long if Atl. and rectifier are good. #4 Deck should be fairly quiet when running. Take main drive belt off and rotate blades by hand. It should move very easy and smooth. Any roaring or growling sounds when running at speed could be an idler pulley bearing. Not unusual and not expensive. That tractor in my area with deck and blade will sell at auction for around $500. I use a LGT 145 w/50" deck for my mowing and haven't found anything better for the money.
