Disconnect the green wire, connect the test light to the solenoid terminal where the green wire was, ground the other end of the test light.
Try the start switch. The test light should glow bright. If it does, temporarily connect a jumper wire from the solenoid terminal where the green wire was, to ground. Try the start switch, (be careful, all the safety features are now bypassed), it should crank.
If it does, remove the jumper wire and reconnect the green wire. Using the test light, start tracing the green wire back to the first safety switch. Be sure the switch is in the "OK to start" position. Holding the start switch over to start test each side of the switch for a dim glow condition. If both sides of the switch glow dim, move on to the next switch. Keep testing until you get to a switch with one side glowing, the other side not. That will be your problem. Also as you work your way through the safety switches, look for possible bad connection at any harness connectors.
