I think I see your problem now taking a closer look at traction drive assembly drawing/parts list.
Right side frame is slotted & allows shaft assembly to drop out of frame after bearing bolts removed,however it appears there is a clearance hole in left frame that axle passes thru & into left bearing on outside of frame,check axle,on inboard side of each bearing you'll probably find a thrust washer & roll pin thru shaft to hold axle in position preventing it from moving left/right when useing blower,remove right roll pin from shaft,clean up end of left side axle & try to drive axle out of rim,with pins in axle same won't move when pounding on left side of axle,with right pin out axle will slide thru right bearing & left wheel hub will work against left bearing when pounding on left side of axle.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
