Unplug connector for pto coil/wiring harness connections,connect a voltmeter/12v test light to wiring harness connector,start tractor,turn pto sw on,check for 12v reading or light,if you have voltage at wiring harness connector,then either check pto coil with an ohmmeter or run two jumper wires from battery to coil & see if pto engages,if not then you have an open/shorted coil or bad internal connections in coil.
If no voltage present at wiring harness connector carefully check interlock module board,if memory serves me right some mod interlock boards have a fuse for pto which may be blown in addition to a relay for same in which coil/contacts may be bad.I've never actually seen board,have only seen in wiring diag,relay may be plug in type or soldered to to board,if board has a fuse for pto it may be a auto type spade fuse or a glass fuse in a holder or soldered to board with wire tails on fuse.
