Well your question is partly wrong. That is not a flat washer. It is a cupped washer. It is a heavy banvel washer. It acts like a spring and holds the blade tight. That is why it has the two dimples/hole in the one side. That side faces out or is toward the bolt head. They do not want a splined or hex drive. This way you have impact protection. If you hit something it can slip the blade. Usually it will slip a little and tighten the blade bolt real tight. It takes a good 18 MM six point socket to get them loose. You do not have to tighten the blade bolts much over 85 ft. lbs.
