Check your operators manual/parts list for shift linkage adjustments or look at parts list for same,if you don't have parts list get mod/sn off tractor id tag & goto link below & look up tractor in lawn/garden tractor listings & look at assembly drawing/parts list for hydro shifter control.
Due to fact tractor 22-23 yrs old you probably have wear/slop in linkages or worn cam plates,a good starting point would be try tighting nut(9)on cam with belville washers as this appears to be a friction adjust looking at drawing,if that doesn't help/cure check shift linkage for sloppy/worn parts.
Another thing you can do is check with a local toro dealer,he might give you some pointers on problem & cure as this may be a common problem on this mod tractor.
