Hydro shift lever should move without the tractor running. You may want to try PB Blaster and let it sit for a day or so before you try and loosen it up. Can you move the tractor with the engine off? If not, there is a lever on the right hand side of the transmission cover that needs to be raised. That pushes the hydro valves down.
The steering mechanism can be rebuilt.
