Pretty simple tractor. Needs clean carburetor, good spark, antifreeze, lots of oil, and a strong cranker. See if it has a belt pulley on it. Might be best way to get it running. Do not attempt to tow in gear. The worm gears in rear end can't be driven that way without damage. You'll need a 6volt battery to apply voltage to the coil box for starting. A dry cell battery will do. Timer could be greasy and not functioning properly. You should hear the coils buzzing at each stroke.
