Don"t know what book you are reading but the hydraulic pressure has never been over 3000 psi. Normally on an FMD it should be 2000-2100 psi at 1200 rpm with a new pump.
Have you tried shimming the unload valve?
The pumps are no longer available, you have to fit a Super Major pump with a right angle elbow adaptor, a pump will cost £600 and an adaptor is like hens teeth, very rare.
