Turn the engine over slowly until the cylinder with the stuck valve is at or near top center(watch the valve action of the other cylinders), and back off the rocker adjuster on the stuck valve to get the rocker slid to the side. Soak it with the best penetrating oil you can find and tap the end of the valve stem lightly with a hammer. You want the valve to "bounce" a little with the spring pressure. Soak and tap and it should eventually loosen up. The reason for the piston being up is in case the stem lock lets go, the valve doesn't go down into the cylinder(unlikely but possible).
