If you've got the chipper attached to the 3 point lift, then I assume that you have the backhoe removed, so it should be fairly easy to tie into the hydraulic lines for the backhoe to run the feed rollers on the chipper. I also assume that the cutter/drum on the chipper is run by the PTO from the tractor so the only hydraulics that you need is for the hydraulic motor that runs the feed rollers.
Usually when there is a loader and a backhoe on the tractor the backhoe is plumbed in first in the line from the pump, and the backhoe has what is called a power beyond port on the control valve that provides power downstream to the loader. The backhoe would also have a return line that goes back to the sump. When you remove the backhoe from the tractor you usually loop the incoming power line from the pump directly to the line that goes to the loader so that the loader will continue to operate with the backhoe disconnected from the tractor.
What I would do is get a simple diverter valve with one input and two outputs and connect the line from the pump to the input and one of the outputs to the line to the loader. Then connect the other output to the line going to your chipper and the other line from the chipper would go to the return line to the sump. Then when the handle on the diverter valve is in one position the loader wil still operate, and when you move the diverter valve handle to the other position the rollers on the chipper will run but the loader will not function while the chipper is running, but you probably wouldn't want to run them both at the same time anyway.
