The outside diameter of a 172 sleeve is 4.10, the 192 had a bore of 4.130. I doubt that you could pull the sleeves and bore it .030 and have enough cylinder wall thickness for a diesel. I have a 172 gas motor that has been overbored and sleeved to 4.165 and we didn"t hit a water jacket before sleeving. I did fill the block, but probably wouldn"t have had to. I have been told that Ford made a 192 diesel, but I have never seen one. You could contact Foley engines, they would know for sure. I doubt that the 20 cubic inches gained by going from a 172 to 192 on a diesel would be worth the effort to do it. IMHO I would work on the pump and injectors on the 172. If you building a puller, work on a gas engine, its easier to make it bigger with more HP that you will get from a diesel.
