Steering wheels can be a real pain. Sometimes they pop right off, most require a special puller, and a few will not budge without a torch. I've cut more than one off with a torch.
Most will come off with a puller, but you need something to grab the underside of the steering wheel with, as Ford did not see fit to provide puller holes.
