There are no screws holding the brake drums to the axle flange on a 631 or any other X01 series tractor. Ford had quit using them and was using the flat spring steel washers just like a car uses to hold the drums on. If your brake actuating rods are disconnected the entire axle/brake assembly should come out of the trumpet. In your previous post you had a photo that showed that you have removed all 9 of the axle retaining nuts. One or more of the studs is probably hanging up on the shim stack. Take a couple of flat screwdrivers and stick them in between the flange on the trumpet and the shim stack. Use the screwdrivers to pry the axle and shims away from the trumpet flange. Move the screwdrivers around and keep prying. You should be able separate it.
