With out it running when you turn it on which way does the amp gauge go?? It should move just a bit to the discharge direction. If it goes to the charge side then you have it hooked up back wards and you need to switch the wires. As for how many amps if the battery is new or close and has a good charge and the tractor starts easy yes that reading could well be about right. Most automotive type gauges are a ball park type thing not a 100% accurate
