Rod, FWIW, Book says most likely it's 1)a stuck control valve or 2)broken spring in the clutch brake. Mine was neither but a stuck brake piston - full of crud. I fixed it from the OUTside of the tractor but only after having pulled the top cover and checking the control valve, etc. When I was done the pto still turned constantly but could be stopped with the bare hand. (you have seen the buyer wince when I did that) Before I could not stop it even with a 2X6 wedged against the 3 pt linkage.
