If you can't stop it with a gloved hand... the plates are probably warped. Control valve is also an option but in my opinion an unlikely one. Normal PTO spin on those things is caused by a bad brake pad or no brake pad provided you can stop it by hand. A block of wood is a rather uncertain way of trying to stop that shaft...
