28 means that your hyd. system is reaching max pressure and your #2 clutch pac is not engaging. $7,000.00. Do you have a manual? You can do a self diagnostic with the on board computer to verify. My 8240 SLE was throwing a 28 more and more frequently before it finally gave up due to bad seals.
