check to make sur ethe valve is getting oil from the pump / pump is turning like old said.
if pump turns, take the return to sump hose off and aim into a 5g bucket and start her up. if no oil.. pump issue.
if oil, then run a lever into position and see if the oil stops or keeps going.
if it stops but no lift.. are the cyls DA? could have a blown one bpassing.
easy to test by taking the drop line off the valve and pressurinzing the lift side... if oil blows out the drop side.. packing is blown. if both lift cylc are plumbed parallel.. only takes one to make it not lift.
