Hydraulic issue... I'd say the control valve is probably stuck. That's going to require pulling the lift cover and disassembling the valves in there for a good cleaning in varasol and see how everything works. It's also possible that it's not adjusted correctly. Be well advised to get a service manual and go through the setting procedure just to double check the settings.
Clutch.... could be that the center hub is torn free of the lining. Could also be a broken shaft in the transmission. Depends on what happened or how it was abused. Hope you didn't pay too much... You need to pay very close attention to things when you split the tractor. If the clutch doesn't look bad you better look for another reason...
