Cheap/easy first... You've changed the filter, which is good, but have you checked the screen on the fuel tap on the bottom of the tank? It's a fine screen, and can get plugged, or nearly plugged, causing the tractor to die when it gets a load on it. I've had that happen to a couple of them. Also... any smoke? Plenty of black smoke would indicate plenty of fuel, but a lack of air (plugged air cleaner). No smoke would point to a lack of fuel.
