This if the early 3000 as in a 1965. Power steering pump and resivor (sp) is up front and belt driven and that is not where the problem is. On the steering column is a vent/check vale sort of thing that screws in and that is where the leak is. If I had to explain it better it looks like the common vent you see on rear axles of trucks. I cleaned up the area that the oil has messed up and then drove it around watching for an oil leak and the only place I see oil is that vent looking part and I have yet to see in in the FO-31 manual
