Although I've never had a lot of experience with an 81, my understanding of what happens is this:
There are two shifters on the left side of the transmission. One shifts the drive from the 540 to 1000 speed setting and vice versa. The other shifts the drive from the engine to the rear axle and vice versa.
Thus you basically have 3 PTO options, 540, 1000 and ground driven. The latter varies with the speed of propulsion of the tractor.
I do not know that there's any sort of engine speed governing on these units other than by the throttle lever.
The PTO shaft stub is hollow on these units. I believe it is retained on the shaft by means of a set screw or set screws. Contrary to what souNdguy says, there are two different stubs. well, now that he edited his comment . . . One is the small 1000 spline and the other is the 540.
An operator could theorectically couple a 540 implement to the 540 shaft stub and engage the drive in the 1000 speed detent. I don't recommend doing so, however.
