What does live PTO mean?

Stupid question probably... I have an 860 and a friend of mine has an 8N. He says that he cant use his 3pt lift without the PTO spinning? Is that what they mean by live PTO? On my 860 my PTO isnt connected to the lift. Also I have a dual clutch which is what I thought live PTO was.
