If the Regulator is not working at all like you seem to say you will need to use a voltmeter. Attach a lead to the small field terminal on the Generator and the other end to the chassis of the tractor. Attach another lead from the Large terminal on the Generator and the other end to the main battery terminal, in the middle of this lead you need to have attached a voltmeter. Start the Engine and run at full throttle, you should get a reading of about 24volts. Only run full throttle test for a very short period...John(UK)
