1. The ammeter is wired for a +ve Ground, you need to reverse (swap sides) the wires connected to the ammeter such that it reads a discharge (not running) when the lights are On. Your ignition switch also should be connected to the "Load" side (same side as the wire to light switch) of the Ammeter. The Battery side of the ammeter should "only" have the wire that runs to a common terminal (selenoid) shared with the BIG battery cable.

2. The output of the Alternator needs to be connected to the LOAD side of ammeter. This will be the same ammeter terminal(side) that the Light Switch wire and the ignition switch wire are connected. The Ammeter will then read the charge rate of the battery.
