Its just the control valve is stuck, when you move the lever to lower instead of moving the control valve as it should do its just stretching the spring on the control fork. Remove any implement you may have on the lift linkage and then remove one of the round side covers, inside you will find the long fork that runs from top to bottom. At the bottom is attached to the control valve, with the engine switched off try moving the control fork backwards and forwards to see if you can free the control valve. Dont be rough with the control valve or you will break the thin link inside. If this doesnt free it off, you may need to remove the hydraulic pump, but that is extreme. If you need to remove it email me and I will send you instructions on how to remove the pump safely...granada1 at hotmail dot com
