depending on the carb, I have worked on a to30 tractor and my experience is the small adjustment screw controls idle only and turn that screw in will make the fuel mixture more rich which that screw should not be turned out more than 7/8 of a turn. as for the large adjustment screw it will control power at higher rpm, and I'm to understand from the factory it was to be adjusted under a load which is near impossible. one other thing to check is to make sure carb and intake are sealed good to each other and the block a quick test is to spray both area with carb cleaner while engine is running and listen for rpm changes, if so you have a leak and that will change how the carb reacts to adjustments

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
