Try this first...
Locate the fuel gauge sending unit on top of the tank. Remove the wire, and with the ignition switch on, ground the wire to any clean metal surface that you know is grounded back to the battery. The gauge should go to full. Remove the wire from ground and the gauge should go to empty. This will prove if the dash gauge is working properly.
If this test passes, remove the sending unit and look for obvious problems, like bent or binding float arm, rusty connections, etc. Usually it's best to just replace it.
