There is a felt seal that is supposed to be in behind where the three bolts are. If it is gone you will definitely get water in the transmission. Those three bolts shouldn't be loose either. If you leave your tractor setting out in the weather you need to cover the draft control spring and stuff up so water can't get into the hydraulic oil. Your lucky that the pump didn't bust from ice in there. If I was you I would get a new control valve which will cure the lift arms sticking and drain the oil out and clean the sump out really good and refill with fresh oil.
