You could have bad rings on your ram piston,a sticky valve or it could be a quadrant setting issue.With the engine running and PTO engaged, Slacken the 4 bolts that hold the quadrant, move the lever forwards about 1 3/4 inches and tap the quadrant backwards or forwards until you can get the lift to stay in a neutral position....move the lever forwards a bit and it drops and vice-versa, then tighten the quadrant again, this setting is so fickle that even tightening the 4 bolts can upset it, but do persevere.
