I had to do mine three times,after the first I had to rebuild the throttle linkage my throttle rod was bent and the hole that the rod fits in was worn,very sloppy(in the thermostat housing) I had clean lube and tighten every fitting. make sure you have a good governer spring and the plunger moves freely good luck!!! You may try to move your govener control arm by hand to see if its working while engine is running if it accelertates and retards then I think you will know if it is working or trying to work
