It will most likely be the Control Valve is either stuck or has become detached from the Control Fork. Remove the Right side round Cover and operate the Hydraulic Lever with the Pump running and move the Control Fork that hangs down from the Top using a long screwdriver or something similar. DON'T force it but try to move it back-wards and for-wards a little and the 3 point should lift and lower as you do this.DON'T PUT YOUR FINGERS IN THE OIL. If the 3 point does not lift and lower when you do this the Valve will have become detached.
