If you have replaced the seals on the steering ram in the steering box and you still have a leak then it is the directional control valve that is leaking, this is at the bottom of the steering column and works through the column rising and falling as you turn the wheel. The foam is possibly caused by the oil escaping under pressure. The oil you have used should be OK if it is for automatic transmissions or it would foam in there too. Sparex have these control valves so you should be able to get one from this site.It is important that the rise and fall is set correctly or it will not work.
