When you get a judgment you can then get it enforced by attaching any real property(land, homes) he has. You can also get it done on personal property. I helped the local sheriff empty out a grain bin. The grain was sold and the judgment paid. The balance when to the owner. Also you can attach bank accounts too. I have seen that done against businesses. You need to talk to an attorney in the county where the person lives.
I don't think the laws have changed that much in the last twenty years. I think you have been a bit too passive in your lien/judgment. You have to push it through not just think the courts will do it for you. There are set ways to go about collecting this. You may have to go back to court to get the paperwork that you need. I would be looking for anything he owns and trying to attached it. You can get collection cost PLUS the original judgment. So even if you hire a lawyer his cost is covered by the debtor.
