I looked in the archives. Decision No. 83 dated June 5, 1930 said that it was "because of the physical layout of the Farmall equipment some money can be saved by painting the drawbar Harvester Red, the same color as used on the Farmall wheels"
My gut feeling is that the Decision applied just to the Farmall, though I can't find anything that rescinds it. Nor can I find a Decision for the introduction of the F series. In the black and white pictures I've seen in the Wisconsin Archives they look to me to be the color of the tractor.
