You need with engine off remove the pin on the clevis on the rod going to the carb. Now open throttle and adjust clevis so the pin goes back in. This sets throttle for response when the throttle lever is moved. If the input shaft-lever on the gov has a lot of slop response will not be the best for engine RPMs but it will allow engine to idle and run full throttle. The cap screw on top of the gov housing is for fast RPMs or wide open throttle. If the bumper adjustment at the bottom ov the gov housing it can affect idle speed providing he screw on the throttle shaft is adjusted for low RPMs. It is also possible for the lever assy on the throttle shaft to be loose. Another thing to check if the throttle doesent give any adjustable RPMs would be broken gov spring. So you do have some things to check out.
