With the switch on and a tractor just settin there not running the points are normally CLOSED
SOOOOOOOO a test lamp on the coils input (NOT to distributor) terminal would lite up indicating hot voltage BUT over on the coils output (To distributor) terminal the lamp will not light cuz the points are closed and that coil terminal is effectively (if points closed and good) shorted to ground and grounded out.
The points MUST open and close as the distributor shaft and its high and low cam lobes contact the points mechanism cam follower ARE THEY????????????
If you put a test lamp on the coils to distributor terminal with ign on and crank the engine over, the lamp should flash ON (when points open) and OFF (when points are closed)
For a good detailed systematic procedure to determine the cause of no spark, work through my Troubleshooting Procedure linked below, didnt I alreadt post this on another page?? I forget lol

To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
