All starters wear out, bearings, brushs, armature and field coils, BUT, the biggest problem with the starters on the C and smaller tractors is that they do not have a center bearing. Everyone talks about large battery, heavy cables but no one mentions the lack of that center bearing. When the bushings get a little loose that armature gets sucked over to the side and the starter draws a lot of extra current. The commutator end frame often does not have a replaceable bushing and the addition of a center bearing will make that much less important. I have repaired a lot of them over the last 50 plus years and adding the center bearing is the largest single improvement you can make. A C actually turns quite easily compared to an M. You will also find some H starters without center bearings. They don't work well at all. Next thing, the C and small tractors only have two field coils due to the light duty requirements. That is another mistake but harder to overcome. No reason a C won't spin over with good starter, 6 volt battery and decent cables. And get that ground cable out of the battery box to a decent ground.
