Thanks to everyone that has answered me on this issue. When I got the tractor someone had placed a spring on the carb. side of the engine to somewhat control this and when it went out on me this summer while brush hogging and I tore it down and found the spring worn out I thought this was my answer; but it seems to be more in depth than i thought. I'll continue to study the parts book and try to get my head around the way it should work and try to get it resolved. If nothing else I know where a 230 is thats been parked and from what i've been able to see these are the same governors, so I'll try to buy it from them and maybe I can take 2 and make 1.
