The bushing goes over the splined shaft and bears against the bearing inner race and acts as a bearing retainer. The bushing is held in place when you install the belt pulley which is held by the bolt in the end of the shaft. If the pulley is not on there, then there is a sleeve that goes over the shaft and held in place with the same bolt that holds the pulley in place.
