Farmall 450 Hydraulic ???

Hello:
I am looking for some input as to what the hydraulic problem is on my 450. The hydraulics on the 450 are not able to raise the haybine up out of the travel position. The hoses and the cylinder are all new. The funny thing is that it can lift the haybine up when I turn the steering wheel. Now I can get it up but when I shift the lever back to the nuetral position it slowly drops to the ground all by itself.

So is my pump shot? Is my pressure regulator shot? What do you hydraulic experts think?
